12-Feb-2014This study was conducted to find out the factors affecting the implementation of the free and compulsory nine year basic education programme of the UBE using Ebonyi State as a case study. A descriptive survey research design was adopted. Six research questions were posed to guide the study. This study was conducted in UBEC Office, Abakaliki Ebonyi State. The simple random sampling technique was adopted to select 380 respondents for this study. The instrument for data collection was a structured questionnaire on five point Likert scale. The study revealed that the factors that affected the establishment of the UBE programme included high level of illiteracy among the masses, and children are to be entitled to free quality basic education. The socio-cultural constrains to the success of implementation included gender discrepancy, lack of cooperation among the three-tiers of governments, politics about the scheme, high level corruption in the programme, and ethnicity of the supervisory committee. Formal basic education which involves the first nine years of schooling for children is being benefited by children in Ebonyi State. Others are still in suspense. An academic passport is the only fulfilling part of the nine year basic education curriculum in Ebonyi State. No adequate infrastructure in place to promote the effective implementation of the UBE programme in Ebonyi State. And the nine year basic education is free and compulsory is just only no payment of school fees but there are so many other hidden payment in the programme. It is recommended that since the programme requires massive participation of the Nigerian populace to succeed.
